Due to the lack of social justice, some people, especially those who are well connected have plenty of opportunities, become very rich, often cheating, exploited and robbing those who are vulnerable like senior citizens, single women.
These people have plenty of money, so they do not have to bother to recycle, they discard all the packaging material and recyclable items as junk in their waste baskets/dust bin.
In contrast citizens who have few opportunities, despite trying their best, are forced to utilized whatever they have. So they preserve all the items which they can recycle or sell the waste items as scrap to the local scrap dealer. In cities where there are few scrap dealers, more scrap is littered on the roads, footpaths.
