Some metro cities have a recycling culture, with a large number of scrap shops in most localities
These scrap shops are paying for almost all types of waste, cardboard, plastic bottles, newspapers and books.
So people who cannot find any work, are picking up the scrap from the roadside and from dust bins to sell to the scrap shops.
In smaller cities and towns, there are comparatively very few scrap shops.
Often people have no incentive to sell the scrap to the scrap dealer, they are dumping their waste in public places, making the city or town look dirty.
